On May 3, President William Ruto unveiled a new system of funding for universities that replaced block financing with capitation based on differentiated unit costs.

A new funding scheme centered on three groups—the Vulnerable, the Less Vulnerable, and the Able—was introduced.

Only the vulnerable group, which included 45,000 students, was estimated to get full capitation from the government.

This was despite the fact that 173,345 pupils in all completed the Kenya Certificate of Secondary Education (KCSE) in 2022 with a minimum university grade of C+.
