CS Machogu has revealed a concerning issue where certain school heads have been submitting inaccurate data on student enrollment, resulting in over 380,000 students being denied government funding for their education, despite attending public schools and participating in school meal programs.
These inaccuracies have arisen because some school heads have been entering student data into the National Education Management Information System (Nemis) from cyber cafes, leading to erroneous entries being transmitted to the Ministry of Education for funding allocation. Moreover, the absence of essential documentation, such as birth certificates, has left some students unregistered in Nemis, making them ineligible for government funding.
As a consequence, these unregistered students have been inadvertently utilizing educational resources allocated for other students every academic year. To address this issue comprehensively, CS Machogu has proposed the adoption of a new biometric registration system.

Machogu clarified that, while students without birth certificates can be registered on Nemis to ensure accurate school enrollment, capitation funds will only be provided to students who are both registered on the system and possess valid birth certificates.
Furthermore, Machogu emphasized the government’s commitment to ensuring that all schools, regardless of their circumstances, receive the necessary funding for their students’ education. This revelation highlights the need for improved data accuracy and documentation to support equitable access to education for all students in Kenya.
